TikTok Expands Brand Safety and Suitability: New Advertising Control Tools
On September 21, 2026, TikTok introduced an update to its Brand Safety & Suitability system, a set of tools that help advertisers control the content alongside which their ads appear and independently verify the quality of advertising placements.
The main change is the expansion of third-party advertising verification capabilities. Brand Safety and Viewability measurement tools now cover more campaign types and advertising placements, including TikTok Search, upgraded Smart+ Campaigns, Brand Consideration, TikTok Lite, and Product GMV Max in the United States.
In addition, TikTok has brought its existing tools for managing advertising environments together into a more consistent system. Advertisers can define restrictions before launching a campaign, control certain aspects of placement while it is running, and verify results through independent measurement companies.
The updates are particularly important for international brands, large advertisers, and agencies that need not only to generate reach and conversions but also to comply with corporate brand safety requirements.
What Are Brand Safety and Brand Suitability?
In digital advertising, showing an ad to the right user is not enough. It is also important to consider the content alongside which the ad appears.
Consider a children's products manufacturer advertising a new clothing collection. The company does not want its ads to appear alongside videos containing scenes of violence or other topics that do not align with its brand positioning.
Another example is an automobile manufacturer that prefers to avoid placements alongside videos about dangerous driving.
Brand Safety and Brand Suitability tools address these challenges.
Brand Safety refers to the safety of the advertising environment. These are measures that help prevent ads from appearing alongside content that could potentially harm the reputation of almost any advertiser, such as materials involving prohibited or clearly unacceptable topics.
Brand Suitability refers to the suitability of the advertising environment for a specific brand. This does not necessarily involve dangerous or prohibited content. Content may fully comply with TikTok's policies but still be unsuitable for a particular company.
For example, a video discussing gambling may be permitted on the platform, but a children's toy manufacturer may prefer not to advertise alongside it.
At the same time, a video game brand may have no objections to such an advertising environment.
Therefore, Brand Safety establishes a basic level of protection, while Brand Suitability allows advertisers to account for their individual requirements.
Why Is This Especially Important for TikTok?
TikTok is a platform where a significant share of content is created by users themselves.
Every day, videos are published on an enormous variety of topics, from cooking and travel to politics, humor, video games, and public discussions.
TikTok's algorithms personalize the feed for each user. As a result, advertisers do not manually select every video alongside which their ads may appear.
An additional challenge is that the content of a video cannot be fully evaluated based only on its title or description.
Analysis may require recognition of images, speech, music, text, and the context of what is happening.
Therefore, TikTok uses automated content classification and provides advertisers with tools for restricting unwanted placements.
How TikTok's Brand Safety Controls Worked Before
The development of Brand Safety on the platform began long before September 2026.
In July 2022, TikTok introduced Inventory Filter, a tool that allows advertisers to select the acceptable level of content sensitivity alongside their ads.
In 2023, the platform began expanding independent brand safety measurement in partnership with DoubleVerify, Integral Ad Science (IAS), and Zefr.
In April 2024, additional Category Exclusion and Vertical Sensitivity tools were introduced, allowing advertisers to exclude specific categories and subject areas.
In April 2025, TikTok added Video Exclusion List and Profile Feed Exclusion List, providing the ability to exclude specific videos and creator profile pages.
Thus, by the beginning of 2026, advertisers already had several ways to control their advertising environment.
However, their availability varied across advertising formats, and independent verification did not cover every campaign type.
The September update is primarily aimed at expanding transparency and measurement capabilities rather than creating an entirely new Brand Safety system from scratch.
What Changed in September 2026?
The main innovation was the expansion of independent advertising placement measurement to additional TikTok advertising products.
These are checks conducted not only by the platform itself but also by external companies specializing in advertising verification.
Independent Measurement for More Campaign Types
TikTok announced the expansion of Post-Campaign Brand Safety and Viewability Measurement.
These tools allow advertisers to verify after a campaign whether the environment surrounding their ads met safety requirements and whether the ads were potentially visible to users.
Among the areas being expanded, TikTok identified:
- TikTok Search Ads — ads appearing in TikTok search results.
- Brand Consideration — advertising solutions focused on building interest in a brand.
- Upgraded Smart+ — updated automated advertising campaigns.
- Product GMV Max — automated advertising for TikTok Shop products, initially in the United States.
- TikTok Lite — an additional TikTok application available in selected markets.
The company also plans to expand measurement to TopView for eligible international advertising accounts and Product GMV Max in other regions.
It is important to note that the availability of a particular type of verification depends on the country, advertising objective, product being used, and measurement partner.
Therefore, advertisers should not assume that all the listed tools are automatically available to every TikTok Ads advertiser.
Measuring Ad Viewability and Attention
Another area of the updates involves Ad Integrity, which evaluates the actual quality of advertising exposure.
TikTok aims to give advertisers the ability to answer several questions:
- Did the ad appear in a safe environment?
- Did the environment meet the requirements of the specific brand?
- Did the user have an opportunity to see the ad?
- Did the user pay attention to the ad?
For independent Viewability measurement, TikTok works with DoubleVerify, IAS, and Zefr.
The company is also separately developing advertising attention measurement in partnership with DoubleVerify.
It is important to distinguish between two metrics.
Viewability indicates whether an advertising placement met the criteria for potential visibility. It does not mean that a person necessarily noticed or remembered the ad.
Attention Measurement helps evaluate indicators of audience attention and engagement with advertising.
For large advertisers, these metrics make it possible to supplement traditional CPM, Reach, and Video Views with a more detailed evaluation of the quality of advertising exposure.
TikTok Inventory Filter: Three Levels of Advertising Environment Control
TikTok Inventory Filter remains one of the main tools for managing Brand Suitability.
It allows advertisers to choose how sensitive the content alongside a brand's ads may be.
Three levels are available.
| Level | Allowed Placements | Suitable For |
|---|---|---|
| Expanded Inventory | Clearly unacceptable content is excluded, but adult topics may appear alongside advertising. | Brands with more flexible advertising environment policies. |
| Standard Inventory | Content suitable for most advertisers; some adult topics are permitted. | Most mass-market products and services. |
| Limited Inventory | Stricter restrictions on adult and sensitive topics. | Companies with increased brand reputation requirements. |
For example, a mass-market online clothing store may choose Standard Inventory to maintain relatively broad advertising reach.
A children's products manufacturer or family-oriented brand may prefer Limited Inventory.
However, the strictest setting is not necessarily optimal for every business.
The more restrictions an advertiser applies, the fewer advertising opportunities may remain available to the algorithm.
This can potentially affect reach, CPM, and the pace of budget spending.
Therefore, the Inventory Filter level should be selected based on the brand's corporate policy rather than automatically applying the strictest restrictions.
Category Exclusion: Excluding Specific Content Categories
Inventory Filter regulates the overall sensitivity level of the advertising environment.
However, advertisers sometimes need to exclude a particular topic regardless of the overall filtering level.
Category Exclusion is designed for this purpose.
TikTok allows advertisers to restrict placements alongside several content categories, including:
- Gambling & Lotteries. Content related to gambling and lotteries.
- Violent Video Games. Video games containing scenes of violence.
- Combat Sports. Content dedicated to martial arts and contact sports.
- Youth Content. Content related to children or teenagers.
For example, a children's toy manufacturer may exclude gambling and violent video game categories.
A premium watch brand may also prefer to avoid certain categories if it considers them incompatible with its positioning.
It is important to understand that Category Exclusion affects the advertising environment, not user interests.
Excluding the Violent Video Games category does not automatically exclude everyone interested in video games from the target audience.
Vertical Sensitivity: Restrictions by Industry and Topic
Another TikTok tool is called Vertical Sensitivity.
It allows advertisers to additionally exclude advertising environments associated with specific industries or subject areas.
For example, a brand may not want to appear alongside content directly related to a particular product category or industry.
Vertical Sensitivity is designed to configure these preferences more precisely.
However, it should not be confused with competitor exclusions in search advertising.
The tool does not guarantee that ads will never appear alongside mentions of competitors or related products.
It is a mechanism for classifying the advertising environment, not a system for excluding specific companies by name.
Available categories and supported placements should be checked directly in TikTok Ads Manager.
Video Exclusion List and Profile Feed Exclusion List
For advertisers who need more precise controls than general category restrictions, TikTok provides more targeted tools.
Video Exclusion List
This allows advertisers to specify particular videos alongside which they do not want their ads to appear.
Exclusions are created using video IDs.
This can be useful if a brand identifies a specific video whose context does not meet corporate requirements.
Instead of completely excluding a broad content category, the advertiser can exclude an individual piece of content.
Profile Feed Exclusion List
This allows advertisers to exclude advertising placements in the profile feeds of specific creators.
For example, a company may decide not to place ads in a particular blogger's profile because of their public positioning or the nature of the content they publish.
The corresponding account IDs are used for this purpose.
However, Profile Feed Exclusion List should not be interpreted as a universal block of all interactions with a creator across the entire platform. The control applies to supported advertising placements.
Both tools allow advertisers to configure their advertising environments more precisely without restricting the entire inventory because of individual undesirable pieces of content.
How to Configure Brand Safety in TikTok Ads Manager
TikTok provides a centralized Brand Safety Hub where advertisers can manage their main safety settings.
It is available in TikTok Ads Manager.
Configuration Through Brand Safety Hub
- Sign in to TikTok Ads Manager.
- Open the Tools section.
- Under Settings, select Brand Safety Hub.
- Configure TikTok Inventory Filter by selecting Expanded, Standard, or Limited.
- If necessary, specify Category Exclusion and Vertical Sensitivity restrictions.
- Select the advertising objectives to which the settings should apply.
- Save the changes.
Brand Safety Hub allows advertisers to establish default settings at the advertising account level.
This is convenient for companies running many campaigns with the same advertising environment requirements.
For example, a children's products manufacturer can set a stricter Inventory Filter once and apply it to new campaigns.
However, there are several important limitations.
By default, Brand Safety Hub settings cover the Reach, Video Views, and Community Interaction objectives.
To extend the restrictions to additional advertising objectives, advertisers must use the Add all feature in the Advertising Objectives section.
In addition, account-level settings apply to new campaigns but do not automatically modify historical ad groups.
At the same time, individual Ad Group settings may override parameters established at the account level.
Therefore, after changing a corporate Brand Safety policy, it is necessary to check both account settings and existing advertising campaigns.
Centralized Management Through TikTok Business Center
For advertising agencies and companies with multiple advertising accounts, TikTok provides management of certain Brand Safety settings through Business Center.
For example, to change Inventory Filter:
- Open TikTok Business Center.
- Go to Brand Safety Hub.
- Find the Inventory Filter parameter in Business Center settings.
- Select the required filtering level.
- Specify whether to apply the settings to all advertising accounts or only selected ones.
- Confirm the change.
This is particularly useful for international brands advertising in multiple countries or agencies managing many accounts for a single client.
It is important to note that settings configured through Business Center may override existing Inventory Filter parameters in connected advertising accounts.
Therefore, bulk changes should be coordinated with the teams responsible for advertising.
How to Verify Placement Safety Through DoubleVerify, IAS, and Zefr
TikTok's built-in settings help advertisers reduce the likelihood of undesirable placements.
However, large companies often require independent confirmation that their ads actually appeared in suitable environments.
For this purpose, TikTok works with external measurement partners:
- DoubleVerify — independent advertising verification, measurement of Viewability, Brand Safety, and advertising attention.
- Integral Ad Science (IAS) — evaluation of advertising environment quality, potential ad visibility, and compliance with safety requirements.
- Zefr — analysis of video content context and compliance of advertising placements with established Brand Safety and Suitability requirements.
Depending on the available product, partners may provide reporting across several areas.
Brand Safety Measurement shows the share of impressions that meet safety standards.
Brand Suitability Measurement evaluates whether placements comply with stricter or advertiser-specific requirements.
Additional verification helps evaluate the effectiveness of Category Exclusion and Vertical Sensitivity.
TikTok is also expanding measurement related to content classified as misinformation.
Access to independent measurement depends on the advertising account, integration availability, country, campaign objective, and terms of the specific partner.
This does not mean that every advertiser automatically receives a complete set of DoubleVerify, IAS, and Zefr reports directly in Ads Manager.
Activation may require separate configuration through the measurement partner or a TikTok representative.
Do Brand Safety and Suitability Affect CPM, CPA, and ROAS?
The new tools are designed primarily to manage reputational risks rather than directly increase conversions.
However, the selected restrictions may affect advertising campaign performance.
If an advertiser uses a stricter Inventory Filter or excludes many content categories, TikTok has fewer opportunities to place ads.
In some cases, this may lead to reduced reach, higher impression costs, and additional restrictions for the optimization algorithm.
On the other hand, a suitable advertising environment can improve the quality of brand perception.
Therefore, Brand Suitability should be evaluated not only in terms of advertising performance but also with consideration of the business's reputational requirements.
How to Test Brand Suitability Settings
A practical approach is to compare campaigns with different restriction levels while maintaining comparable conditions.
For example, an advertiser can test Standard Inventory and Limited Inventory, evaluating:
- Available reach and cost per thousand impressions.
- CTR and the quality of advertising interactions.
- The number and cost of conversions.
- Brand Safety Rate and Brand Suitability Rate based on independent verification data.
- Changes in Brand Lift or other brand perception metrics, if measured.
However, a higher Brand Safety Rate should not automatically be considered evidence of more effective advertising.
For example, a campaign may show an almost perfect safety rate while delivering insufficient reach or excessively expensive sales.
The advertiser's task is to find a balance between the necessary reputational protection and commercial performance.
Initial Results and Advertiser Feedback
TikTok has already published individual examples of using Brand Safety tools and independent advertising placement verification.
The platform's materials mention an Adidas case study in which the combination of TikTok Inventory Filter and Zefr measurement confirmed a high level of compliance with brand safety and suitability requirements.
In the published results, TikTok reports a 99.9% Brand Safety Rate and a 99.9% Brand Suitability Rate.
However, these figures relate to a specific advertising campaign and are not average metrics for all TikTok advertisers.
Other materials from the platform also demonstrate a high share of verified safe impressions but do not make it possible to determine exactly how the September expansion of measurement changed advertising results.
As of October 2026, there are insufficient independent public studies to reliably evaluate the impact of the new set of tools on CPA, ROAS, or advertising spending.
At the same time, the expansion of independent verification itself has important practical significance.
Advertisers have more opportunities not simply to trust the platform's stated standards but to verify actual placements and confirm compliance with their own advertising policies.
Who Benefits Most from TikTok's Brand Safety Updates?
The new tools offer the greatest value to companies with increased requirements for their advertising environments.
International consumer brands. Large manufacturers of food, clothing, household products, and electronics need to maintain consistent placement standards across countries.
Financial companies. Banks, insurance companies, and financial services often use strict procedures for managing reputational risks and verifying advertising environments.
Children's and family brands. Manufacturers of toys, children's clothing, and family products have a particular need to avoid undesirable content associations.
Premium brands. Manufacturers of jewelry, watches, expensive cars, and luxury clothing may have additional requirements regarding the topics and quality of their advertising environments.
Advertising agencies. Agencies need centralized settings, transparent reporting, and the ability to confirm compliance with client requirements.
At the same time, Brand Safety should not be viewed exclusively as a concern for large corporations.
A small online store can also use Inventory Filter and category exclusions if it wants to protect its brand positioning.
How TikTok's Approach to Advertising Safety Is Changing
TikTok's September updates demonstrate a gradual transition from basic content filtering toward a more comprehensive system for managing advertising environments.
Advertisers receive tools for three stages of work:
- Before launching advertising — define acceptable content categories, sensitivity levels, and exclusions.
- During the campaign — manage comments and exclude individual videos or profiles when necessary.
- After placement — verify results through independent measurement partners.
The expansion of independent measurement to TikTok's automated products, including Smart+ and GMV Max, is particularly important.
The more decisions about the allocation of ad impressions are made by algorithms, the more important it becomes for advertisers to control placement conditions and verify their quality.
At the same time, Brand Safety and Brand Suitability do not provide an absolute guarantee against all undesirable content associations. Automated video content classification can make mistakes, and tool availability varies by advertising format and market.
Therefore, the most reliable approach combines a predefined brand policy, restriction settings in TikTok Ads Manager, and independent verification of results.
For advertisers, particularly international companies and large agencies, this means an opportunity to manage reputational risks more systematically without completely abandoning the ability to scale advertising on TikTok.
