Salesforce Updates Campaign Agent and Marketing Planning & Operations Agent
In October 2026, Salesforce expanded Agentforce Marketing capabilities as part of the Marketing Cloud Winter ’27 update. The company introduced two areas of AI automation: Campaign Agent for creating and managing marketing campaigns, and Marketing Planning & Operations Agent for planning marketing programs.
The main change is a shift from individual AI tools for content generation to agents capable of carrying out sequences of marketing operations: developing plans, creating campaigns, selecting communication channels, and adjusting actions based on results.
However, Campaign Agent and Marketing Planning & Operations Agent serve different purposes. The first focuses on campaign execution and customer engagement, while the second organizes marketing activities, their goals, and their structure.
Campaign Agent Automates Marketing Campaign Creation and Execution
Campaign Agent is an AI agent within Salesforce Agentforce Marketing designed to manage personalized marketing communications.
Salesforce introduced it on September 14, 2026, and announced general availability for October 2026.
Previously, marketing teams built audiences, prepared content variations, configured messaging sequences, and defined the conditions for moving between Customer Journey stages themselves.
For example, to automate customer communications, a company might create separate journeys for new customers, users with abandoned carts, and customers with a high likelihood of making a repeat purchase.
Campaign Agent makes it possible to combine some of these operations into a single AI-managed process.
Key Capabilities
- Campaign Creation. Creating a campaign draft based on a business objective, marketing brief, and constraints.
- Agentic Content. Generating personalized content for Email, SMS, MMS, and RCS in accordance with brand requirements.
- Audience Assembly. Building an audience and configuring communication parameters.
- Adaptive Campaigns. Selecting the most appropriate campaign for an individual user based on available context.
- Channel & Timing Optimization. Selecting the channel, message variation, and sending time.
- Campaign Optimization. Adjusting campaign execution based on results and predefined constraints.
Salesforce distinguishes two main stages of Campaign Agent's work.
In the first stage, the agent helps prepare the campaign: identify the audience, create content, and assemble the required components. The marketer can review and approve the results before launch.
In the second stage, the agent uses customer data and available signals to select the most appropriate communications.
For example, if a user simultaneously qualifies for a welcome campaign and a seasonal sale, the system can determine which message to send to avoid overwhelming the customer with multiple independent communications.
An important difference from traditional Journey Automation is that the company defines its goals and constraints, while the agent has greater flexibility to select specific actions within those boundaries.
However, Campaign Agent should not be considered a tool for automatically managing Google Ads or Meta Ads. Its primary use cases involve communications and marketing orchestration within Salesforce Marketing Cloud.
Marketing Planning & Operations Agent Creates Marketing Programs and Goal Hierarchies
Marketing Planning & Operations Agent is an AI agent for organizing marketing planning within Salesforce.
It is not designed to send messages directly to customers. Instead, it structures marketing programs, distributes goals, and coordinates team activities.
The functionality became available starting in late October 2026 as part of Marketing Cloud Winter ’27.
Previously, companies had to create programs, connect campaigns to business objectives, define performance metrics, and maintain the corresponding planning structure themselves.
Now, some of these operations can be completed through a conversation with an AI agent.
Key Capabilities
- Marketing Program Creation. Creating marketing programs based on a described strategy.
- Goal Hierarchy. Establishing a multilevel goal structure.
- Cascading Goals. Connecting corporate objectives to the goals of individual teams and programs.
- Planning Hierarchy. Positioning programs within the existing organizational structure.
- Standalone Programs. Creating independent programs for specific business needs.
- Natural Language Planning. Preparing a plan structure through ordinary text instructions.
For example, a marketing director might set a goal to increase the number of qualified B2B leads in the following quarter.
The agent helps create a marketing program, determine its place within the overall structure, establish related goals, and distribute them across planning levels.
The company can then link individual campaigns to the program and track their performance against those goals.
The update works alongside Marketing Planning and Operations capabilities, including task management, approvals, compliance reviews, and a unified marketing calendar.
However, these features belong to the broader Marketing Planning and Operations system. Not all of them are performed directly by the AI agent.
How Campaign Agent and Planning & Operations Agent Work Together
Both tools are part of the broader Salesforce ecosystem, but they cover different stages of the marketing process.
- Primary purpose: Campaign Agent creates and executes campaigns; Planning & Operations Agent plans programs and goals.
- Content: Campaign Agent generates and personalizes messages; content generation is not a primary function of Planning & Operations Agent.
- Audience management: Campaign Agent selects and uses audiences; Planning & Operations Agent provides the organizational connection between campaigns.
- Customer Journey: Campaign Agent selects communications and engagement scenarios; this is not a primary function of Planning & Operations Agent.
- Marketing program structure: Campaign Agent can use an existing plan; Planning & Operations Agent creates programs and hierarchies.
- Business goals: Campaign Agent uses goals to manage campaigns; Planning & Operations Agent establishes and connects goals.
- Primary users: Campaign Managers and Lifecycle Marketing Teams use Campaign Agent; Marketing Operations and Marketing Leadership use Planning & Operations Agent.
For example, a B2B company might first use Planning & Operations Agent to prepare a quarterly lead acquisition program.
Campaign Agent can then help create a specific campaign, prepare messages, and organize customer communications.
Salesforce explicitly notes that Marketing Planning and Operations, Agentic Content, and Agentic Campaigns are related but independent components. They can be implemented together or separately.
Availability and Implementation Requirements
Campaign Agent and Planning & Operations Agent are not automatically enabled in every Salesforce account.
Availability depends on the Salesforce edition, the Marketing Cloud product in use, required add-ons, and Agentforce licenses.
For Marketing Planning & Operations Agent, Salesforce specifies support for certain Enterprise and Unlimited configurations with the corresponding Marketing Cloud products and Agentforce for Marketing.
Agentic Campaigns also require business objectives, communication channels, message frequency limits, permissions, and customer data sources to be configured.
Three limitations should be considered before implementation.
- Data quality and business logic. AI agents rely on the data and business logic of the existing Salesforce environment. Incorrect segments, incomplete customer profiles, and inaccurate metrics may affect results.
- Governance and brand controls. Automation must operate within defined permissions, approval processes, and brand constraints.
- Measurable business outcomes. Automatically creating campaigns does not automatically improve their commercial effectiveness. Results should be evaluated through conversions, lead quality, revenue, and other business metrics.
